We’re the Oregon City McLoughlin Neighborhood Association — a group of residents and businesses within the McLoughlin Neighborhood who come together to make our neighborhood a better place to live.
For over 25 years we’ve hosted regular meetings to help neighbors get to know one another, plan events, and discuss neighborhood concerns. We’re also a city-sanctioned organization with direct lines of communication to local government and public officials. Together, we make our collective voice heard.
The MNA is open to and encourages membership from the widest range of people. Unlike an HOA, this neighborhood association welcomes renters, homeowners, businesses, churches, and all other local establishments to participate. The only requirement is residency, ownership, or business location to be within the McLoughlin Neighborhood boundaries.

Our association is driven by the basic goal of improving the place we live. When you join the discussion, your voice and ideas are heard. We create a friendly space to bring up concerns and discuss paths to solutions.
Attendance at our meetings will help you stay aware of current happenings, and future plans that may affect our neighborhood. We host regular speakers on topics of interest to the neighborhood. Presenters may be City staff, public safety officials, developers, planners, and more. Topics vary widely — covering everything from future developments to ballot measures and public works.
The McLoughlin Neighborhood Association has a long history of success in addressing targeted concerns and neighborhood issues. We led the successful fight to protect Waterboard Park, facilitated the creation of a good neighbor agreement with The Father’s Heart, and continue to push for effective public safety measures to calm traffic in o

We led the successful fight to protect Waterboard Park, facilitated the creation of a good neighbor agreement with The Father’s Heart, and continue to push for effective public safety measures to calm traffic in our neighborhood. There’s much more to do, and with your help we can get more done.
Other prominent projects include obtaining grant funding, cleaning up the promenade, and maintaining 7th Street cleanup.
We lobby for improvements to the McLoughlin Neighborhood and will continue to offer a forum for members to bring up ideas for future action.

As the first incorporated city west of the Rockies, Oregon City is well known for its historic character. And the McLoughlin Neighborhood is at the heart of it all. If you like history, then you’ll love living here.
The McLoughlin Neighborhood was platted in the 1870s, making it one of the oldest neighborhoods in Oregon. Historic homes and landmarks abound in our neighborhood which includes the McLoughlin Historic Conservation District. Over 300 homes are designated as historically significant, including the nationally significant McLoughlin, Barclay, and Ermatinger homes.
While the neighborhood is primarily residential, the 7th Street corridor stands out as a commercial and retail zone. Historically known as the “Arc Light” area, a few 19th-century false front stores remain, interspersed with single-story streetcar-era commercial buildings, a 1920’s stucco-finished fire and police station and a brick IOOF hall. Beyond this you’ll also find scattered churches and schools to round out the mix.
Many residents enjoy the fact that our neighborhood is highly walkable, with quick and easy access to Oregon City’s downtown core. The downtown area is separated from the residential section by a high bluff, connected by the 130-foot-high Oregon City Municipal Elevator. The downtown hosts an up-and-coming restaurant scene, along with vibrant food carts, boutique shops and other services. It’s also adjacent to the Willamette River and Willamette Falls, with pedestrian-friendly waterfront development planned for the near future.
The neighborhood benefits from its numerous parks, including the McLoughlin Promenade, Atkinson, Barclay, Waterboard, and Latourette Parks. Recreation facilities within the neighborhood include the Oregon City Library, Oregon City Pool, and the Pioneer Community Center.
